Abstract Hong Kong’s prison system, established as early as in 1841, has been infamously remembered for its inhumane conditions, which were often overcrowded, unsanitary and cruel. It was not until a commission inquiry in 1920 that the Hong Kong Government confronted with demands for humane conditions in the prison system. In the same year, Lai Chi Kok Prison became the first branch of Victoria Prison, which partially addressed the problem of overcrowding and also instilled the beginning of an institutionalized procedure for the handling prisoners’ complaints by Chinese Justices of the Peace. This lecture outlines some interesting historical fragments from the early prison and penal system in Hong Kong, illustrated and complemented by real experiences from Correctional Services officials previously stationed at the Lai Chi Kok Prison.
