Abstract Following the demolition of Queen’s Pier, the Development Bureau initiated the Revitalization of Historic Buildings through Partnership Scheme to strike a balance between sustainable development and heritage conservation. The Scheme has been in operation over 10 years, with the inclusion of the Jao Tsung-I Academy in the First Batch, the project serves as a testament to the evolution and changes in heritage conservation.

This lecture intends to use the Jao Tsung-I Academy as a case study to educate the public about the development and importance of the R-scheme, as well as the challenges it faces and its future prospects. Additionally, it will define the role of public participation in the preservation of our history and heritage projects, highlighting their connections to our everyday lives.
